It was developed by the Æther Foundation for the capture of the Ultra Beasts , spending huge amounts of money on the project. In Pokémon Ultra Sun and Ultra Moon it is specified that the creation of the Ente Ball was achieved with the collaboration of the Ultra Unit , who provided information about the ultra entities for their development.
