Tulio Triviño Tufillo is the main character of 31 Minutos . He is the host of the "most truthful newscast on television" and originally from the Titirilquén people

It is a puppet with a resemblance to an ape, with some similarity to a Sock Monkey. The face and inside of his hands are light beige, while the rest of the body, similar to a vest, has white, black, gray, black, brown and orange lines. It has two yellow buttons for eyes, it has no nose, and its mouth is red with a black outline of its throat. Tulio's right eye and right ear are slightly higher than their left counterparts. The dress is of a formal style, whose colors vary according to the appearance and sometimes he can wear a suit or just a shirt, but always wear a tie.

To control Tulio, two people are needed: One to move the mouth and the right arm ( Pedro Peirano , his interpreter), and the other to move the left arm ( Daniel Castro ).

The pilot episode for TVN, Tulio's puppet is more deformed compared to the final model and his hands did not have spread fingers. In the first season , Tulio has his head closer to his body, for later seasons and the film always retouches Tulio a bit, making his neck longer and appearing to be thinner. The union of the light fabric of the neck with the body varies ending in a straight, round or triangular shape. In the movie , Tulio's mouth is slightly less pronounced.

For the live shows Raising a star, Tuliopalooza and ending with the Triviña Festival, an XL version of the puppet with the larger head is used, to facilitate its viewing for the public. For the rest of the show the normal versions are used.

Tulio Triviño Tufillo es el protagonista de 31 Minutos. Es el presentador del noticiero más veraz de la televisión y es originario del pueblo de Titirilquén.

Es una marioneta con aspecto de simio, con cierta similitud con un mono calcetín. La cara y el interior de las manos son de color beige claro, mientras que el resto del cuerpo, similar a un chaleco, presenta líneas blancas, negras, grises, marrones y naranjas. Tiene dos botones amarillos como ojos, carece de nariz y su boca es roja con un contorno negro en la garganta. El ojo y la oreja derechos de Tulio están ligeramente más arriba que los izquierdos. Su vestimenta es formal, cuyos colores varían según su apariencia; a veces puede usar traje o solo camisa, pero siempre usa corbata.

Para controlar a Tulio se necesitan dos personas: una para mover la boca y el brazo derecho (Pedro Peirano, su intérprete), y la otra para mover el brazo izquierdo (Daniel Castro).

En el episodio piloto de TVN, la marioneta de Tulio está más deformada que el modelo final y sus manos no tienen dedos separados. En la primera temporada, Tulio tiene la cabeza más pegada al cuerpo; en temporadas posteriores, la película siempre lo retoca ligeramente, alargando su cuello y haciéndolo parecer más delgado. La unión del tejido ligero del cuello con el cuerpo varía, terminando en una forma recta, redonda o triangular. En la película, la boca de Tulio es ligeramente menos pronunciada.

Para los espectáculos en vivo "Raising a Star", "Tuliopalooza" y el Festival Triviña, se utiliza una versión XL del títere con la cabeza más grande para facilitar su visualización al público. Para el resto del espectáculo, se utilizan las versiones normales.
