После того как нажимаю на скачивание файла открывается как обычно такое окошко, жду 15 секунд и нажимаю получить, но ничего не происходит. не показывает даже отсчет времени. Пробовала с разных браузеров, все тоже самое.

раньше все работало и со сменой языка. Проблема появилась буквально неделю или две назад. Видимо проблема при смене языка, потому что попробовала как вы сказали, не переводить страницу и файл скачался.
