This is the legendary Escape From the Haunted Mansion Board Game from Disney Experience. There is also a folder of French and Portuguese instructions and playing cards for the game too in this zip file.

I have just found all seven of the templates pages for this model, as well as the 55 images of assembly instructions.

These are the "Seven Soldiers of Victory" from the DC Golden Age of comics. But there are only six of them; Green Arrow, Speedy, Shining Knight, Vigilante, The Star Spangled Kid & Stripsey. Who the seventh one is, who knows. Before the final member could be added to the page, it was shut down.
